I, Dr P.Raghavan IAS, was the collector of Betul District during October,1977 - June 1979. The state governments 20-point Economic Programme was in existence and allotment of government land to the landless villagers was in progress. As the collector of the district I wanted to test the efficiency of the revenue department and the land records staff of the tehsil. I was told a few acres of poromboke (village grass land) was allotted by tehsil staff to some 50 and odd landless families. I reached the Jhallar rest house one day and started making enquiries from the so called allottees about the Pattis received by them. To my utter surprise I learnt that a particular survey number having a large parcel of land (about 100 acres) was subdivided into 25 pieces on paper and allotted to that number of landless persons and they were not shown their respective lands nor given possession on the spot. I enquired from the Patwari, revenue inspector and the Naim Tahsildar about the location of the actual land parcels allotted to them. That is how the revenue administration was executing the land allotment programme in the district under the 20-point economic programme of the state getting reported to the Central government in 1970s. I said nothing doing like this to fulfil a formality. I meant real business to the needy persons in my district. I deputed 2 revenue inspectors, three Patwaris to stay put in the village for a few days at a stretch and demarcate each plot allotted to those beneficiaries on the spot and prepare individual pattas indicating the sub division of the survey number allotted to each beneficiary. I informed the officials and the beneficiaries that I would visit the village after a week and distribute pattas personally to those beneficiaries. Accordingly I visited jhallar rest house on the specified date, made a night halt and inspected the sites of land allotted to the villagers, made them walk around their respective plots and then distributed pattas. I also distributed post cards with AD so that they could write to me as collector in case there was any trouble in possessing and cultivating their lands as government lessees. This was one of the experiments I practiced as the collector of a district in late 1970s and early 1980s.Edit below overview about Jhallar
